This particular seaplane was developed for specific naval needs, and six were eventually delivered in combat, with deliveries spanning early 1917 to early 1918. Single cabins are used along the wing configuration of the biplane. Twin floats form the landing gear with a net of struts to support the aircraft during landing and takeoff.

As a fighter, FD. The upper part of the forward fuselage of the No. 1 unit is equipped with 2 x 7.92 mm machine guns, which are synchronized by the breaker gear and fire through the rotating propeller blades.
