On September 29, 1999, the Republic of China Navy (ROCN of Taiwan) passed the Security Assistance Program (SAP) with the USS Bruton (FF-1086), a Cold War frigate battleship. The ship was extended in Taiwan with ROCS Fong Yang (FFG-933) and remains in service today. Originally ordered by the U.S.

Navy in August 1966, the ship was laid by the Avondale, Louisiana shipyard on October 2, 1970, and officially launched on July 24, 1971. The U.S. Navy brought her into inventory in June 1972 and officially entered service on July 8, 1972 - serving until retirement July 2, 1992.

On January 11, 1995, her name was removed from the Naval Register in preparation for her path to ROCN. Six Know-class ships are now part of the Chi Yang class in ROCN's inventory. ROCS Fong Yang represents the pilot ship.

Today, the ship exists as it did in its final days in the US Navy. She is a Knox-class frigate, of which 55 were planned and 46 were completed (9 cancelled and 46 decommissioned). The warship has a displacement of 3,205 tons, a length of 438 feet, a beam of 46.8 feet, and a draft of 24.8 feet.

Power comes from 2 x CE boiler units that generate 1,200 psi to power a Westinghouse gear steam turbine that drives 35,000 hp and feeds it to a single shaft aft. The warship can reach speeds of just over 27 knots under ideal conditions.

The ship had a typical crew of 285, including 18 officers. The ship is equipped with AN/SPS-40 air search radar, AN/SPS-67 surface search radar and AN/SQS-26 series sonar. An AN/SQR-18 towed sonar array was also installed. Electronic warfare (EW) is handled by the AN/SLQ-32 EWS kit.

Mounted armament is 1 x 5"/54 caliber Mk 42 with turret deck gun on foredeck, 1 x 8 cell Mk 16 rocket launcher capable of firing Harpoon anti-ship missiles and anti-submarine rockets (ASROCs) - These are mounted aft of the turret and 4 x Mk 46 torpedo launchers. This extensive solution enables the warship to cover multiple mission sets off the coast of Taiwan and eliminate surface, surface and underwater threats in short order.[/p ]

There is room in the stern for a helicopter, usually a medium helicopter, for anti-submarine warfare (ASW) missions.

The shape of the ship is the conventional shape of a Cold War ship: the bridge is mounted aft and above the armament system of the forward ship, providing an impressive view of the sea ahead. Behind the bridge section is the main mast, which is covered with various sensors and communication systems. The smoke funnel has a low profile design and the helipad is located aft of the fuselage.

The ship lacks any modern stealth design.

The ROCS Fong Yang is an aging design with Cold War roots that remains a lethal for the equally humble Taiwanese Navy, but even a humble addition, it offers a broad weapon set as well as deep water suitability Good legs for the job - especially when it comes to defending the island nation.
