The Tupolev Tu-214PU is a Russian special-purpose command-and-communications aircraft derived from the Tu-214 passenger airliner. The PU designation refers to a flying command post, and the aircraft is equipped for secure government command, control and communications missions.

The type combines the basic Tu-214 airframe and PS-90A turbofan propulsion with specialised communications, control and electronic equipment. Public information about the mission systems is limited, but available sources consistently describe the Tu-214PU as an airborne command platform rather than an offensive combat aircraft.

Development

According to Redstar, the Tu-214PU was developed following a decision by the President of the Russian Federation to strengthen the presidential air fleet. The first Tu-214PU command aircraft, registration RA-64517, made its first flight on 12 May 2010.

A second aircraft, RA-64520, was delivered in January 2011. The same source states that a Tu-214PU delivered to the special air group Rossiya was used during an official visit by President Dmitry Medvedev in October 2011.

Published estimates of production differ. Redstar lists three aircraft while noting that other sources report six. Another open-source compilation included in the available research states that at least five aircraft have been publicly identified. Design

Airframe and propulsion

The Tu-214PU retains the basic dimensions and twin-engine configuration of the Tu-214 airliner. The published empty weight is approximately 59,000 kg, while maximum take-off weight is 110,750 kg. A cruising speed of about 850 km/h and an operational range of approximately 6,500 km are reported. Available sources also give a ferry range of up to 10,500 km.

Command and communications equipment

The principal difference from the passenger Tu-214 is the installation of specialised command, communications and electronic equipment. Public descriptions refer to secure voice and data communications, radio and satellite links, command-and-control equipment and mission-management systems. Detailed configurations remain undisclosed.

A July 2026 report by Defence Security Asia described prominent antenna fairings associated with communications equipment and characterised the Tu-214PU as a mobile command headquarters. Claims about specific classified communication modes, electronic hardening and battle-management capabilities cannot be independently confirmed from the supplied material and are therefore not treated here as established specifications.

Self-protection

Military Watch Magazine reported that aircraft RA-64534 carried an LSZ-100 laser-based self-defence system. The report describes the system as intended to interfere with the seekers of infrared-guided missiles. In July 2026, Defence Security Asia reported that Tu-214PU RA-64531 flew from Moscow Vnukovo to Tehran on 13 July. The aircraft was identified in the report as operating with the Rossiya government aviation organisation. The publicly available information does not disclose the precise purpose or mission-system activity associated with that flight.

In a report published on 19 August 2026, Military Watch Magazine stated that a French Air Force Rafale conducting NATO Baltic Air Policing intercepted Tu-214PU RA-64534 over the Baltic Sea. The aircraft was identified as a specialised command-and-communications Tu-214 associated with Russia's Federal Security Service and the Rossiya Special Flight Detachment.
