FNSS KAPLAN APC

History

The FNSS KAPLAN APC is a 30-ton-class tracked armored personnel carrier developed by Turkish manufacturer FNSS in cooperation with Indonesian state defense company PT Pindad for an Indonesian Ministry of Defense requirement. The vehicle is also referred to in Indonesia as the HARIMAU APC.

The program builds on the earlier KAPLAN MT, known in Indonesia as the Harimau medium tank, and uses a similar technology-transfer and local-production model. The KAPLAN APC is designed to carry 13 personnel and combines tracked mobility with modular protection, electronics, and armament.

The first KAPLAN APC was manufactured at FNSS facilities in Turkey and completed pre-delivery acceptance testing in 2026. A second vehicle is being produced at PT Pindad facilities in Indonesia as part of the program's technology-transfer arrangements.

Development and production

PT Pindad and FNSS established the KAPLAN Armoured Personnel Carrier Development and Production Agreement after the Indonesian Ministry of Defense contracted PT Pindad to meet the Indonesian Army's requirement for a 30-ton-class tracked personnel carrier. FNSS dates the development and production agreement to February 2024.

The APC program continues the cooperation established during development and production of the KAPLAN MT, or Harimau, medium tank. The new personnel carrier incorporates developments from that program and uses common components with other FNSS tracked vehicles. Common subsystems are also shared with the FNSS Marine Assault Vehicle, known as ZAHA in Turkish service.

By the period before testing, assembly of the first vehicle at FNSS facilities had reached its final stage and vehicle tests were planned for the first half of 2026. Production of a second vehicle was assigned to PT Pindad in Indonesia, with deliveries targeted for completion by the end of 2026.

Testing

The first vehicle completed its pre-delivery acceptance tests in Turkey in September 2026 with participation from PT Pindad. The vehicle was then scheduled to be shipped to Indonesia for final acceptance testing with the end user. Production of the second vehicle continued in parallel at PT Pindad's Indonesian facilities.

Design

The KAPLAN APC is a tracked armored combat vehicle intended primarily for mechanized infantry transport. Its structural arrangement accommodates 13 personnel, including the driver, commander, and gunner, with the remaining positions available for dismounted troops. Troops enter and leave through a power-operated rear ramp.

The vehicle uses a diesel engine with an automatic transmission and torsion-bar suspension. FNSS specifies a power-to-weight ratio greater than 22 hp per tonne, a maximum road speed of 70 km/h, and a range of 450 km. The track system can use steel tracks with replaceable pads or composite rubber tracks.

Protection and survivability

The KAPLAN APC incorporates ballistic, mine, and improvised explosive device protection designed around STANAG 4569 requirements, although the specific protection levels are classified. Modular protection allows the vehicle to be adapted to different threats.

An active protection system is optional and can be fitted to provide additional defense against threats such as anti-tank guided missiles and rocket-propelled grenades. Optional equipment also includes a laser warning system and gunshot detection system. Eight smoke grenade dischargers are specified.

Standard survivability and life-support equipment includes an automatic fire suppression system, air conditioning and heating, and a CBRN protection system. The protected crew compartment is designed to maintain a sealed internal environment.

Electronics and situational awareness

The vehicle uses an open-architecture electronic system intended to simplify integration of mission systems. Standard equipment includes a battlefield management system, navigation system, driver vision system, and a 360-degree situational awareness system. Day and night observation capability is incorporated into the situational awareness arrangement.

The electrical system operates at 24 V. An auxiliary power unit is available as optional equipment.

Armament and mission configuration

The KAPLAN APC can accept manned or unmanned turret systems. FNSS lists automatic weapons from 12.7 mm to 40 mm as compatible main armament, together with a 7.62 mm coaxial machine gun and continuous 360-degree turret traverse.

The modular platform can also be configured around mission-specific weapon systems. Described options include 30 mm and 35 mm cannon installations, 120 mm mortar systems, and anti-tank guided missiles. These configurations support missions including mechanized infantry, reconnaissance, command and control, force protection, medical evacuation, rescue, combat engineering, and direct or indirect fire support.

Automotive commonality

The KAPLAN APC makes extensive use of parts and subsystems shared with the KAPLAN MT and other FNSS tracked vehicle configurations. It also shares subsystems with the Marine Assault Vehicle used by the Turkish Naval Forces Marine Infantry Brigade. This commonality is intended to simplify logistics, maintenance, and support across related vehicle families.

Program status

As of September 2026, the first KAPLAN APC had completed pre-delivery acceptance testing in Turkey and was awaiting shipment to Indonesia for final acceptance tests. The second vehicle was under production at PT Pindad facilities in Indonesia. The program had therefore reached the vehicle production and acceptance-test stage but had not yet been established as operational Indonesian Army service.
