History
On 19 October 2026, Elbit Systems announced it had been awarded a contract valued at approximately $235 million to supply EXTRA-MR (Medium Range) rockets and PULS (Precise & Universal Launching System) rocket artillery systems to an unnamed European country, under a government-to-government agreement between the Israeli Ministry of Defense and the customer country’s Ministry of Defense. The contract is to be performed over a period of three years and includes delivery of PULS launchers, additional rocket-artillery-related platforms, and integrated logistics support.
Sources close to the deal identified the customer as Azerbaijan, which lies at the boundary between Eastern Europe and Western Asia. The EXTRA-MR was positioned by Elbit as a flexible, lower-cost option for armies seeking rapid-response firepower without committing to full ballistic-missile inventories. The contract adds to a growing list of nations adopting the PULS platform, with close to a dozen European countries including the Netherlands, Denmark, Greece, Serbia, and Germany (where the system is designated MARS 3) having selected it in recent years.
Specifications
The EXTRA-MR is a precision-guided rocket munition belonging to the EXTRA (Extended Range Artillery) supersonic rocket family, occupying the medium-range segment. It is designed for mid-range operational scenarios, enabling highly accurate engagement of high-value targets at ranges of up to 80 km. The rocket has a 306 mm caliber and employs a combined guidance system integrating GPS satellite navigation with an inertial navigation system, providing a circular error probable of less than 10 metres at maximum firing range. It is fully compatible with PULS launchers and existing C4I command architectures. The EXTRA family uses a unitary warhead weighing up to 120 kg.
