Project 20380/20385 Frigates (more precisely, multi-purpose short-range frigates) were designed to fill the gaps in the coastal defense forces. Type 20380 frigates can be used to destroy enemy surface ships, submarines and aircraft, and provide artillery support for beach landings.

It uses stealth technology to reduce the ship's secondary radar field, as well as its acoustic, infrared, magnetic and visual signatures. The ship is designed to be used in close quarters and against enemy surface and underwater vehicles, as well as to provide artillery support to naval forces during amphibious operations.

The displacement is 2,000 tons, the total length is 100 meters, the width is 13 meters, the cruising time is 4,000 nautical miles, and the crew (including the helicopter service group) is 100 people. The frigate can be equipped with a 100mm universal artillery system from the St.

Petersburg Arsenal Machinery Plant, a Kashtan air defense missile system, hypersonic missiles for attacking targets as low as 10 km and two AK-630 automatic gun mounts.

Nuclear submarines of all types have been the mainstay of the Navy since Soviet times. However, in base exits and some other situations, they are very vulnerable to attack by foreign submarines. Likewise, foreign submarines pose a major threat to domestic surface ships and ships, and in order to make it difficult for any enemy to operate in the offshore area, the Soviet Union built a large number of small anti-submarine ships - MPCs. Despite their small size and displacement, these boats proved to be very effective anti-submarine warfare in our specific conditions.

After the collapse of the Soviet Union, the renewal of the fleet stopped, and the modernization of previously built ships was not carried out. In this context, the number of IPCs has steadily decreased and Russia's vulnerability to foreign submarines has increased.

Multi-purpose patrol ships are called ships of the 21st century. Experts believe that with the advent of the most modern, compact and effective weapons, there is a growing demand for such small "stealth" ships. According to the military, the new frigate will be a major event in the global shipbuilding industry.

The new ship's name is "Steregushchy" or "Guarding".

In April 2001, the Commander-in-Chief of the Russian Navy, Admiral Vladimir Kuroyedov, announced that the Navy was starting construction of the new Project 2038.0 frigate. This is apparently the first concrete indication of the existence of this previously unproven project. At the end of 2001, her first ship was built for the Russian Navy at the Severnaya Verf shipyard in St.

Petersburg. Frigates of this type are also built for Coast Guard units. The design for the 2,000-ton frigate was developed by the Almaz Central Marine Design Bureau. Almaz was selected as six other competitors to develop the Project 2038.0 curriculum.
