History

SAS Manthatisi (S101) is a diesel-electric attack submarine of the South African Navy and the first of three Heroine-class boats based on the German Type 209/1400 design. The submarine was built by Howaldtswerke-Deutsche Werft at Kiel and entered South African service in 2005.

After a fatal training accident in September 2023, SAS Manthatisi underwent inspections, safety changes, crew training and certification work. The South African Navy confirmed its return to deployable status on September 1, 2026, following Operational Sea Training and participation in Exercise Red Lion 2026.

Its return restored a confirmed seagoing submarine capability while the other two Heroine-class submarines remained in a refit process. The boat's separate mid-life update, originally scheduled for 2022, had still not been completed by September 2026.

Development and construction

South Africa contracted for three Type 209/1400 submarines in July 2000 under Project Wills. The boats replaced the French-built Daphné-class submarines that had been withdrawn from service. According to Naval Technology, the first submarine was constructed by HDW at Kiel, while the second and third boats were built by Thyssen Nordseewerke at Emden.

SAS Manthatisi was launched on June 15, 2004 and commissioned on November 3, 2005. It arrived at Simon's Town on April 8, 2006. The submarine was placed in reserve in 2007 as part of a force-generation system intended to rotate the three boats between operational service, training and maintenance.

Overhaul and maintenance

A major overhaul began in 2010 and was completed when the submarine returned to service in October 2014. The work included replacement of all 480 battery cells. The cells had a combined weight of about 250 tonnes, and the battery replacement was reported to have cost R35 million.

By April 2023, SAS Manthatisi had completed Docking and Essential Defect work and had entered post-maintenance trials. Its separate mid-life update, which had been scheduled to begin in 2022, had not started.

2023 accident and safety changes

On September 20, 2023, SAS Manthatisi was operating on the surface off Kommetjie near Slangkop Lighthouse while conducting vertical replenishment with a Super Lynx helicopter. Seven members of the casing party were swept overboard in high seas. Lieutenant Commander Gillian Elizabeth Hector, Master Warrant Officer William Masela Mathipa and Warrant Officer Class One Mmokwapa Lucas Mojela died. Four other personnel survived.

The subsequent safety response included modified casing safety lines, shorter harness lines, IMO-compliant life jackets and mandatory hard hats for relevant casing operations. Procedures were also revised because the submarine doctrine then in force did not contain a contingency for the entire deck party becoming man-overboard casualties simultaneously.

The Board of Inquiry was completed on October 25, 2024. On June 5, 2025, the Hawks requested assistance and later received inquiry material and access to the submarine for a homicide investigation.

Rescue cooperation

South Africa does not operate an indigenous Deep Submergence Rescue Vessel. On September 3, 2024, the South African and Indian navies signed an implementing agreement allowing India to deploy a DSRV in response to a South African submarine emergency. In August 2025, the Indian Navy carried out Rescue Seat Certification on SAS Manthatisi at Simon's Town, verifying the physical interface required for a rescue vehicle to mate with the submarine.

Return to deployable status

SAS Manthatisi was observed departing Naval Base Simon's Town on July 30, 2026 after maintenance work. It subsequently completed Operational Sea Training certification and participated in Exercise Red Lion 2026, whose sea phase ran from July 27 to August 28.

On September 1, 2026, the South African Navy confirmed that SAS Manthatisi had returned to deployable status. The certification followed engineering checks, equipment inspections, safety verification, damage-control drills, emergency-response testing, casualty procedures and seamanship assessment. Design

SAS Manthatisi is based on the Type 209/1400 design and uses conventional diesel-electric propulsion. The submarine has a single-shaft arrangement and a normal crew of 30.

Propulsion

Four MTU 12V 396 diesel engines provide a combined output of 2.8 MW and drive four alternators. Electrical power is supplied to a Siemens propulsion motor rated at 3.7 MW, which drives a single shaft.

Combat system and sensors

The combat system is centered on the Atlas Elektronik ISUS 90 family. The configuration described for SAS Manthatisi uses ISUS 90-45 functions for navigation, tactical management, sensor processing and torpedo fire control.

The CSU 90 sonar suite includes hull-mounted active and passive search-and-attack sonar and flank arrays. The submarine also carries an I-band surface-search radar.

Visual surveillance equipment includes a SERO 400 attack periscope and an OMS 100 optronic mast. The optronic system provides stabilized high-definition television and third-generation thermal imaging. Saab's S/UME-100 electronic support measures and electronic intelligence system provides radar warning, emitter interception, electronic-intelligence analysis and amplitude direction finding.

Armament

SAS Manthatisi has eight 533 mm bow torpedo tubes and can carry up to 14 AEG SUT 264 torpedoes. At maximum torpedo capacity, eight weapons can be carried in the tubes and six as reloads. The torpedoes provide anti-surface and anti-submarine capability through the integrated fire-control system.

Provision existed for UGM-84 Sub-Harpoon integration, but South Africa did not procure or integrate the missile. SAS Manthatisi therefore has no confirmed submarine-launched stand-off anti-ship missile capability.

Operational history

During Exercise Amazolo in September 2007, SAS Manthatisi penetrated a seven-ship anti-submarine screen that included the South African frigates SAS Amatola and SAS Isandlwana and the U.S. Navy cruiser USS Normandy. The submarine conducted simulated attacks against the protected target and the surface combatants.

The submarine's acoustic, electronic and optical sensors allow it to gather contact information through passive channels before using active transmissions. This supports submarine operations that depend on limiting detectable emissions. Its characteristics also support maritime reconnaissance, intelligence collection and special-forces insertion.

Program status

As of September 2026, SAS Manthatisi was the only one of South Africa's three Type 209/1400MOD submarines confirmed as deployable. Sister boats SAS Charlotte Maxeke (S102) and SAS Queen Modjadji I (S103) remained in a R136 million Phase One refit program scheduled for completion in November 2026.

Phase One for S102 and S103 covers surveys, configuration reviews, inspections and preservation rather than completion of their full refits. SAS Manthatisi's own deferred mid-life update also remained outstanding. Its 2026 certification therefore confirmed operational availability after maintenance and safety work but did not represent completion of a long-term life-extension modernization.
