History

MBDA SCALP EG is a Franco-British low-observable, long-range air-launched cruise missile intended for precision strikes against important fixed targets from standoff range. The British designation for the same weapon family is Storm Shadow.

The missile originated from work by Matra and British Aerospace and was based on the earlier Apache anti-runway missile. The French and British versions share the same basic airframe, while their software and aircraft-integration interfaces differ.

SCALP EG remains in service and production has been renewed. In 2026, France and the United Kingdom also moved to support a planned Ukrainian production line by licensing production and permitting the transfer of documentation for British-origin components.

Development and introduction

Development began in the 1990s. In July 1996, Matra and British Aerospace were selected for the British Conventionally Armed Standoff Missile requirement. A development and production contract followed in February 1997, after the companies had combined their missile businesses as Matra BAe Dynamics. France ordered 500 SCALP missiles in January 1998.

The first successful fully guided firing of Storm Shadow/SCALP EG took place at the CEL Biscarosse range in France at the end of December 2000 from a Mirage 2000N. An Espreso overview states that the missile entered service in 2003.

Upgrades and renewed production

In 2016, the United Kingdom announced refurbishment of Storm Shadow under the SPEAR 4 program, and the cited reference states that the upgrade was completed in 2022. France and the United Kingdom also signed a joint stockpile-upgrade contract in 2017 to sustain their missiles into the next decade. In July 2025, MBDA announced the resumption of SCALP/Storm Shadow production after roughly 15 years without a new order, according to the supplied Storm Shadow reference.

On 24 August 2026, reports said the United Kingdom would permit MBDA to release classified information covering British-origin components so that production could be established in Ukraine. France was also reported to be granting Ukraine production licenses. A Militarnyi report described the documentation transfer as part of the planned localization effort. CNN reported that Paris and Kyiv aimed to establish a Ukrainian production line by the end of 2026, while also noting that scaling production could take several years.

Design

Airframe and propulsion

SCALP EG is an air-launched, subsonic cruise missile with low-observable shaping and folding wings. The common SCALP/Storm Shadow airframe is about 5.1 m long with a wingspan of about 3 m and a launch mass of about 1,300 kg. It is powered by a turbojet engine; the supplied technical reference identifies the engine as the Microturbo TRI 60-30 and gives a speed of about Mach 0.8.

The missile is designed to fly at low altitude and follow terrain to reduce exposure to air defenses. The supplied sources give different maximum-range figures depending on version and source. Basic export versions are described as having a range of more than 250 km, while French and British service versions are reported at up to about 550 km; one supplied source gives a figure of up to 560 km.

Guidance

Mission data are programmed before launch. The missile uses inertial navigation, satellite navigation and terrain-referenced navigation during the cruise phase. In the terminal phase, an imaging infrared seeker and automatic target-recognition algorithms compare the observed target area with stored reference data. The supplied reference describes the weapon as fire-and-forget and states that its target cannot normally be changed after launch.

Warhead

SCALP/Storm Shadow uses the two-stage BROACH penetrating warhead. A precursor charge is intended to open a path through soil, reinforced concrete or another barrier, after which the main warhead follows through the opening and detonates with a controlled delay. Most supplied technical material gives a warhead mass of about 450 kg, while the CNN excerpt, citing the Missile Threat project, gives 400 kg.

Aircraft integration

The weapon has been integrated with several combat aircraft, including the Dassault Mirage 2000, Dassault Rafale, Panavia Tornado and Eurofighter Typhoon. Ukraine has also operated the missile from modified Su-24 aircraft. The French SCALP EG and British Storm Shadow use the same basic missile design but differ in software and aircraft mounting interfaces.

Operational history

The Royal Air Force first used Storm Shadow in combat during the Iraq War in 2003. British, French and Italian aircraft later used Storm Shadow/SCALP missiles during operations over Libya in 2011. The weapon was also used in strikes against ISIS targets in 2015 and against Syrian targets in 2018. Saudi Arabia has used Storm Shadow in operations in Yemen, according to the supplied Espreso source.

Ukraine began receiving Storm Shadow and SCALP missiles in 2023 during the Russia-Ukraine war. The missiles were adapted to Ukrainian Su-24 aircraft and were used against fixed military targets. The CNN source states that imported SCALP/Storm Shadow missiles were used against targets inside Russia for the first time in November 2024.
