History
The CASIC HQ-17AE is a Chinese mobile short-range surface-to-air missile system developed for point defense against aircraft, helicopters, unmanned aerial vehicles, cruise missiles, guided bombs, air-to-surface missiles, and other precision-guided weapons. It combines surveillance, fire-control equipment, and eight ready-to-launch missiles on one wheeled combat vehicle.
The HQ-17AE uses vertical cold-launch missiles and can engage up to four targets simultaneously. The combat vehicle can continue searching, tracking, launching, and guiding missiles while moving at up to 25 km/h under specified road conditions.
The system was publicly unveiled in 2021 as an export-oriented member of the HQ-17 family. In September 2026, the Pakistan Air Force disclosed that it had acquired the HQ-17AE, although the number of launchers, batteries, missiles, and support vehicles was not announced.
Development
The HQ-17 family developed from China's experience with the Russian Tor-M1 short-range air-defense system. China acquired Tor-M1 systems in the late 1990s and around 2000. CASIC displayed the six-wheeled FM-2000 at Airshow China in Zhuhai in 2018. The wheeled HQ-17A was then publicly shown during China's National Day military parade on October 1, 2019. The HQ-17AE was publicly unveiled in March 2021 as a new variant of the HQ-17A. Contemporary reporting described it as part of CASIC's Flying Mongoose family of short-range air-defense vehicles. On September 6, 2026, the Pakistan Air Force revealed its acquisition of the HQ-17AE in an official promotional video. The vehicles shown used a 6×6 Dongfeng chassis and the configuration associated with the HQ-17AE export system. Pakistan did not disclose the number of combat vehicles, batteries, missiles, support vehicles, or operating units acquired.
Design
The HQ-17AE places its missiles, search radar, engagement radar, and fire-control equipment on a single mobile chassis. This arrangement allows a combat vehicle to conduct an engagement without requiring a separate engagement-radar vehicle. The wheeled chassis is intended to provide high road mobility and to accompany mobile forces or relocate between defended sites.
Missile system
Each HQ-17AE combat vehicle carries eight surface-to-air missiles in two four-round vertical-launch packs. The missiles use a cold-launch system. A pyrotechnically powered mechanical catapult ejects a missile vertically at approximately 25 m/s before its rocket motor starts.
The missile is 2.9 m long, 0.23 m in diameter, and weighs 165 kg. Guidance is by radio command throughout the engagement. The combat vehicle tracks the target and missile and sends correction commands until the radio proximity fuze initiates the fragmentation warhead.
A single HQ-17AE combat vehicle can guide four missiles against four separate targets simultaneously. This allows half of its eight ready missiles to be committed during one firing sequence. Four combat vehicles provide a total of 32 ready-to-fire missiles before reloads are considered.
Sensors and engagement
The HQ-17AE uses a phased-array search radar and a separate engagement radar. Available information credits the wider HQ-17 family with the ability to maintain surveillance on multiple targets and to track more targets than a single launcher can engage at one time. The HQ-17AE itself is specified to engage up to four targets simultaneously.
The maximum engagement range depends on the target type. Against non-stealth aircraft, the system is stated to engage targets from 1.5 to 15 km. Against stealth aircraft, the stated range is 1.5 to 9 km. Against missiles, it is 1.5 to 8 km. The corresponding stated altitude envelopes are 0.01 to 8 km, 0.01 to 6 km, and 0.01 to 5 km.
The system's target set includes fixed-wing aircraft, helicopters, unmanned aerial vehicles, subsonic and supersonic cruise missiles, tactical air-to-surface missiles, anti-radiation missiles, guided bombs, and rockets. CPMIEC specifications cited in the source give a single-shot kill probability above 0.85 against aircraft and above 0.80 against missiles.
Mobility
The HQ-17AE is mounted on a 6×6 wheeled chassis. Its stated maximum road speed is 90 km/h. The system can search, track, launch missiles, and guide them while moving at up to 25 km/h on a flat road at constant speed. Vertical launch also removes the need to point the complete vehicle toward a target before firing.
Battery organization
A battery arrangement described for the HQ-17AE includes one command vehicle and four combat vehicles. The supporting organization is described as including four transport/loading vehicles, one maintenance vehicle, one power-supply vehicle, one calibration vehicle, one testing vehicle, and one missile-handling equipment vehicle. Four combat vehicles provide 32 ready missiles.
Other HQ-17 family battery descriptions include additional reload stocks, but Pakistan's actual HQ-17AE battery organization and reload allocation have not been disclosed. These figures therefore should not be treated as confirmed details of Pakistani units.
Operational history
The Pakistan Air Force publicly disclosed the HQ-17AE acquisition in September 2026. The system was shown alongside Turkish Korkut 35 mm and Sahin 40 mm air-defense weapons. In this arrangement, the HQ-17AE provides the missile component of the short-range defensive layer, while the gun systems can engage threats that continue toward the defended position.
The HQ-17AE does not represent Pakistan's longest-range air-defense capability. Its role is short-range point defense after threats have penetrated longer-range layers. Pakistan has not publicly stated where its HQ-17AE units are deployed or how many systems are operational.
